The County of Page, Department of Public Works, is proud to offer the citizens of Page County several different ways to dispose of their waste and recycle. There are three compacting sites located strategically throughout the County for convenience.  There is also the option of disposing of waste and recyclables at the Battle Creek Landfill. The landfill was closed for a time but is now open and being operated by the County of Page.

The compacting sites are only permitted to accept bagged household/residential waste, recyclables and some loose items. The Battle Creek Landfill will also accept these items as well as others.  However, there are items that are not permitted at any of the facilities. There is a list of items and possible disposal facilities listed at the bottom of the web page for your convenience. This list is not all inclusive and there may be others.

BATTLE CREEK LANDFILL

 The County of Page now owns and operates the Battle Creek Landfill. After being closed for over 17 months, the landfill re-opened September 22, 2005. The key focus of the landfill is to dispose of and recycle unwanted items for the residents of Page County in the most economical and efficient way possible. We are currently permitted to accept 250 tons of waste per day. Residents of Page County may dispose of their household/residential waste free of charge.

219 Landfill Drive, Luray Virginia. Off of Highwy 340, just south of US 211, and 7 miles west of Luray.

 FEE STRUCTURE AND RULES

residents are allowed to dispose of household/residential trash at the county collection sites or landfill free of charge. Non-residents, commercial customers, or materials that are not considered to be household/residential must pay a fee. ?Household/residential? is taken to mean refuse typical from a household generated by private citizens from their homes that includes bagged trash or loose items, brush and tree limbs, appliances, furniture, carpet, waste oil or antifreeze, old paint, and remodeling, demolition, or construction debris. Scrap tires are NOT considered to fall in the household/residential category.

 
Please note County ordinance requires all loads to be secured to prevent littering and accidents!

  •  The basic fee is $45.00 per ton.
  • Sludge or loads of very rough materials: $60.00 per ton.
  • Commercial segregated recyclables: No Charge.
  • Very light materials, such as foam or rubber products: $5.00 per cubic yard. Volume shall be computed on the outside dimensions of the container carrying these materials.
  • Whenever the scales are rendered inoperable, Tip Fees will be assessed on a per-load basis.
  • There shall be both daily and aggregate monthly limits on the amount of rougher materials that are brought for free by citizens. These items shall be appliances, furniture, carpet, and remodeling, demolition, or construction debris. The daily limit on such waste shall be 1,500 pounds, and the 30 day limit shall be 3,000 pounds. The monthly limit shall apply to any continuous 30-day period, not calendar months. Mixed loads that include rough materials shall be counted as if they were totally rough. Loads that exceed the daily or monthly limits shall be charged a tip fee of $20.00 per ton.
  • There will be no daily or monthly limits on bagged trash or loose items, brush and tree limbs, waste oil or antifreeze, or old paint.
  • Tires :

a. Passenger/light truck tires: $1.50 per tire

b. Rims/wheels: $1.00 per rim

c. Truck tires: $4.00 per tire

d. Tractor/oversize tires: $2.00 per quarter section

e. Bulk or business tire rate: $155/ton

HOURS OF OPERATION

The Battle Creek Landfill is open Tuesday through Saturday from 8:00AM until 4:00PM and Monday from 5:30AM until 4:00PM.

If the landfill is closed on a holiday Monday it will open on the Tuesday following the holiday at 5:30AM.

No commercial waste or large loads are accepted after 3:00PM. 

The landfill is closed on Sunday.

USING THE LANDFILL

When entering the landfill, you will be required to stop at the Scale House and check with the attendant. This applies to all vehicles, private and commercial. The attendant will then verify if the materials are to be disposed of at no charge or for a fee.  If you do not display a County Decal you may be asked to provide proof of residency in order to dump free of charge. Once this process is complete you will be instructed where your waste or recyclables will need to be taken within the landfill. It may not be necessary for some vehicles to weigh. This will be determined according to what you are bringing in to the landfill. If it is necessary for you to weigh on your way out of the landfill, you will be notified by the attendant. The reason for this is that recyclable materials and free residential trash disposed of at the citizen area are weighed at the time they are is disposed of or taken to a recycling center.

Effective January 16, 2006 there will be limit on the bulky items disposed of by citizens for free. Items considered rougher and bulky include; appliances, furniture, carpet, and remodeling, demolition, or construction debris. The limit of waste that is free of charge is 1000 pounds in a single day and 2000 pounds accrued within a 30 day period, not calendar months. A fee of $20.00 per ton will be charged for all loads exceeding the limit.

Please keep loads of waste separated. This will ease your trip to the landfill and enable us to report to the regulating agencies in a more efficient manner. Another reason for separating waste is there is a limit on rough and bulky materials and no limit on bagged waste, brush and tree limbs, waste oil or antifreeze, and old paint for citizens. If the load is mixed it will be determined to be totally rough.

COMPACTING SITES

There are three compacting sites located within the County. These sites are strategically located for convenience of all citizens of Page County. The compacting sites accept bagged household/residential waste, recyclables and some loose items from eligible citizens, free of charge. Waste from commercial enterprises, businesses, contractors, or any source other than residential/household is prohibited at the compactor sites. Included in this prohibition are agricultural enterprises and the waste from management of rental properties. Please see the Compactor Site Policy for other prohibited wastes. 

In order to take advantage of the free disposal of household/residential waste at the compactor sites, proof of residency is required. The compactor site operator will need to verify this. You will be asked to show a valid driver's license or some type of proof that you do live in the County.

Effective January 16, 2006 the compactor site policy is as follows:

  • Compactor sites are for the use of Page County residents only. Bagged trash is preferred. Loose trash can be accepted in some cases (see attendant).

  • Sites are to be used to drop off residential household waste and recyclables only.

  • Scavenging is illegal.
  • Waste from commercial enterprises, businesses, contractors, or any source other than residential/household are prohibited. Included in this prohibition are agricultural enterprises and waste materials from the management of rental properties.
  • Waste materials from sources other than residential/household must be disposed of at the County?s Battle Creek Landfill.
  • The following wastes are prohibited from disposal here:
  • Trees, brush, wood waste, or yard waste.
  • Tires, asbestos containing materials, drums, or pesticide containers.
  • Large-sized scrap metal items including white goods/appliances such as stoves, refrigerators, or air conditioners. Smaller-sized scrap metals should go in the proper bin.
  • Rough, heavy, or bulky items such as construction debris, demolition debris, lumber, blocks, brick, rubble, furniture, carpet, doors, mattresses, automobiles, windows, pavement, tools, machinery, or storage tanks, even brought by a homeowner or resident rather than a contractor.
  • Household hazardous wastes such as thinners, or cleaners.
  • Dead animals, portions of dead animals, or remnants from food processing or butchering.
  • Tanks used to store flammable materials such as propane or natural gas.
  • Hazardous waste, or materials exhibiting hazardous characteristics such as chemicals or poisons, flammable materials, or explosive materials, including gunpowder and bullets.
  • Regulated medical waste, infectious materials, or human or anatomical waste.
  • Polychlorinated biphenyls (PCBs), contaminated soils, or radioactive materials.

HOURS OF OPERATION

The Compactor Sites will operate on a new schedule effective July 1, 2009. All sites will be closed on Sunday and one additonal day during the week. Daily hours and days closed will differ from site to site. The schedule has been configured this way to allow access to a site by everyone during normal business hours. The new schedule will be as follows:

The compactor sites will now be closed for all Page County observed Holidays.

Please remember that it is against County policy to leave any type of waste outside of the compactor site gates after normal business hours. This is considered to be littering.

Some of the items prohibited from being disposed of at the compactor sites can be disposed of at the Battle Creek Landfill. However, there are some items that are prohibited at both the compactor sites and the landfill. There are alternatives for most of these materials. Listed below are some vendors that can be contacted for disposal of some items. Items that will not be accepted at either the landfill or the compactor sites are listed below. This list is not all inclusive,

  • Hazardous waste, or materials exhibiting hazardous characteristics
